Colbea are on the look out for a Programme Delivery Officer £33,750 per annum (£27,000 pro-rata)
As our Programme Delivery Officer you will lead on the operational management of the business’s key grant and funded programmes. The role will oversee the management of our contract-based programmes.
Acting as the day-to-day contact point for internal and external stakeholder liaison, you will be working with team members, facilitators, funders and suppliers to ensure successfully meeting the needs of clients.
£33,750 per annum (£27,000 pro-rata) | 9 month maternity contract | 4 days a week to ideally include Thurs & Fri | Office hours:

Duties (include but are not limited to):
Develop, implement and oversee ongoing project delivery plans aligned to key contract-based programmes with responsibility for ensuring the successful fulfilment of programme KPIs.
Liaise regularly with internal and external stakeholders to keep them informed and engaged.
Monitor and ensure high performance of delivery partners (trainers, advisors and associates), working with the team to obtain information and feedback to feed in to this process.
Responsible for assigned day-to-day programme budget management.
Ensuring contractual compliance.
Day-to-day management of marketing to ensure adequate lead generation performance, linking this to the successful fulfilment of contractual outputs.
Collation of data, conducting analysis and production of monthly Management Information Reports, using CRM. Excel skills highly advantageous (Pivot Tables, etc).
Developing, implementing and reinforcing the client management processes support required data collection to fulfil monitoring requirements and demonstrate successful fulfilment of KPIs.
Leading on ensuring CRM Systems are fit for purpose in supporting contractual programme delivery by working with IT technical support, making adaptations and successfully managing the change process, as and when required. Overseen by Operations & Partnerships Manager to ensure alignment with wider systems policy and practices.
Support the Operations & Partnerships Manager and Chief Executive, where appropriate, in liaising with funders (eg. through attending monthly monitoring meetings).
Support the delegate management process where required, including but not limited to, supporting with booking process where additional resource is required and gathering evidencing of client progression following participation (eg. impact assessment statistics such as job creation/business start-up rates, further data, testimonials, survey responses, etc).
Event management and attendance to represent and promote the various programmes being delivered by the organisation.

Person Specification:
Ideally around 2+ years of grant funded programmes, training, apprenticeship or similar programme management experience; including direct experience of or transferable skills that can applied to delegate management, supplier management (trainers and associate/consultants), scheduling and stakeholder liaison, etc - Essential.
Practical experience of implementing monitoring, evidencing and reporting of outputs against KPIs aligned to grant funded contracts – essential.
Demonstrable IT skills, including MS Office (particularly strong MS Excel skills) and CRM systems. - Essential
Understanding of process & data management, including working with IT Technical support to ensure CRM and other systems support reporting requirements. – Highly desirable
Experience of marketing/promotion of programmes of delivery, managing to ensure end-to-end client engagement, from lead generation to KPI fulfilment. – Highly desirable.
